...Hi, I have been a Shaman twink pre BC, (I have been talented as Enhancement for the majority of my time) and have accumulated quite a bit of experience and knowledge about the twinking environment, more specifically with the Shaman Class. Here's what I came up with...

Class Overview
Shaman are a solid class to twink at 29, each of the talent trees offer a different, but very viable playstyle. 29 Shaman are not as mature as say level 39 or 49 in gameplay terms, however they still are very solid classes offering great damage, healing, survivability and mobility depending on your spec and geareset.

Strengths
Ghost Wolf, Fastest 29 mobility
Powerful abilities, shocks/totems/heals are already powerful without +spelldamage or healing
TOTEMS!
Kiting potential (rogues, paladins, warriors, other shaman)
Incredible duelers, carry all the essentials to beat anyone 1v1
Purge, only 2 classes have dispels @ 29, shaman and priests
Fill any role; damage, heal, fc, support
A host of Snares and 5-6 second spell Interrupts

Weaknesses
Ghost Wolf is dispellable (purge and dispel magic)
HUGE dependency on mana
Totems only have 5 health…
Susceptible to being kited, although frost shock and GW help
No Character Control (CC), only snares

Races

Tauren (H)

Inspiring Presence http://www.wowhead.com/?spell=28878
Shadow Resistance http://www.wowhead.com/?spell=20579

Overall, you can’t go wrong with any of the choices. Tauren get my vote for the best racials, the health bonus and stun are huge. Orc come in second place with bloodfury, stun resist and axe expertise making the best dps builds. Trolls don’t get much credit but they have solid racials as well as a strong sex appeal. Draenei make great restoration or elemental builds, as GotN stacks with +healing.

Elemental
In my opinion the Elemental talent tree is the most useful spec of all the three talent trees. If geared and played correctly you can potentially have both burst damage, as well as effective healing healing. Elemental offers so much more effective damage and healing than the other two. The only downfall to Elemental is their huge dependency on mana, which is why either loading up on mana, or investing in mana regeneration is a good idea.

Some minimum statistics that you should aim for are: 1800+ health, 2000+ mana, 80+ mana regen and 130+ spelldamage.

Enhancement
Enhancement doesn't play quite as you would imagine it at 29 compared to other brackets. Enhancement does not end up becoming a DPS toon, you really end up becoming a support dps, utility tank. If you're running around with a 2Hander, melee will tear you apart, you have about as much armor as a mage or warlock. The ratio between survivability and damage with a 1Hander/Shield compared to a 2Hander is so good most of the time it's not worth going 2Hander. Enhancement are however, the PuG kings. They have great mobility, damage, healing and survivability (In the PuG sense), which are all essential in PuGs.

Some minimum statistics that you should aim for are: 2200+ health, 1.4K+ mana, 17+% crit, 240+ ap.

Restoration
The bonuses of being a Resto Shaman Healer are that you don't just bring great healing to the table, but considerable DPS as well as interrupts. Kiting potential makes Shaman unique as well. Although Paladins can take a huge beating and still survive, they don't do very good damage. What sets you the most apart from other healers are your shocks and totems. They allow you to interrupt/kite as well as put multiple buffs on your party members. Investing in a mana regeneration set, or implementing mana regeneration into your main set is a good idea.

Some minimum statistics that you should aim for are: 1800+ health, 2000+ mana, 80+ mana regen and 200+ healing.

Talents

Elemental
3/5 Convection
5/5 Concussion
3/3 Call of Flame
1/1 Elemental Focus
5/5 Reverberation
3/3 Eye of the Storm
The 3 points in Call of Flame can be put elsewhere, they are more filler points than anything else. If you're going for a Lightning Bolt Build put points into Call of Thunder instead of Reverberation. Reverberation and Eye of the Storm really make this tree work.

Enhancement
5/5 Shield Specialization
5/5 Thundering Strikes
2/2 Improved Ghost Wolf
1/1 Shamanistic Focus
2/5 Anticipation
5/5 Flurry
The 5/5 Shield Specialization can be swapped for Ancestral Knowledge if you don’t use a shield, the 2/5 Anticipation points can be put anywhere. The 5/5 Flurry can also be swapped for 5/5 Toughness for snare reduction (one idea is to put 1 point into Flurry and the rest into Toughness for snare reduction and a bonus in damage). Instawolf and Flurry/Toughness are the mainstays of this tree.

Restoration
5/5 Improved Healing Wave
3/3 Ancestral Healing
2/5 Totemic Focus
5/5 Healing Focus
1/1 Totemic Mastery
4/5Tidal Mastery
Ancestral Healing and Tidal Mastery work very well with each other, so try to get both if you choose one. Other talents that work well are Tidal Focus and Ancestral Knowledge. Healing focus is a must have, 'nuff said.

Hybrid
Enhancement
5/5 Shield Specialization
2/2 Improved Ghost Wolf
Elemental
5/5 Convection
5/5 Concussion
3/5 Reverberation
Hybrid
Enhancement
5/5 Shield Specialization
2/2 Improved Ghost Wolf
Restoration
5/5 Improved Healing Wave
5/5 Tidal Focus
3/5 Healing Focus
Mix and match your own style of talents on these two builds. This is mostly just to take advantage of Improved Ghost Wolf. The idea being that the better kiting ability of Ghost Wolf is greater than knockback resistance, and 5 second shocks. Whether it is or not, is up to you of course. A mana regen gear set really makes this build light up. This playstyle needs teammates.

Basic PvP Tips

Melee...
...Always work to get behind your opponent.
...Never let the opponent get behind you.
...Stoneclaw totem is your friend. In fights where your totems are constantly being killed, toss out a Stoneclaw totem every once in awhile. Unless your opponent is paying attention they're in for a rude surprise when they get stunned out of nowhere.
...While running away from an enemy it's possible to jump and do a 180 spin and shock them while keeping your forward momentum and not slowing down.
...Jousting. The idea behind jousting is to run into melee range while your swing is ready, and run out of melee range when your swing is on cooldown. This allows you to keep your white damage, while reducing the opponents damage. It really only works with a slow 2Hander and a Swing Timer Mod.

Casting...
...Learn to Fake Cast. This involves starting a spell and quickly moving to try to fake someone into using an interrupt like kick or earthshock so that you can get a heal off.
...Learn to Kite. This involves rotating through your different shocks and totems to keep melee off of you. Try to leave a Flame Shock DoT on them as well as a searing totem down while you alternate Earthbind and Frost Shocks.
...While kiting try to be constantly jumping and doing 90 degree rotations in the air. Due to server latency issues and such things this can really screw dagger rogues up, as it keeps your back away from them some of time.
...A Fire Nova Totem, Lightning Bolt, Earthshock, AutoAttack (Hope for a Lightning Shield proc) combo is the most burst damage you can bust out as a Shaman.

How to Deal with A…

...Druid
Purge their buffs and any rejuvination/regrowth/nature’s grasp spells they cast on themselves. If they root you to get away and heal, earthshock, heal yourself or cast a lightning bolt. Watch for bash/warstomp/feral charge, all are interrupts. There should be no reason you lose to a druid 1v1. All of your abilities completely screw them over.
Notable Spells:

Hibernate http://www.wowhead.com/?spell=2637 You're vulnerable to this while in Ghost Wolf.
Feral Charge http://www.wowhead.com/?spell=16979 Just be aware.
Bash http://www.wowhead.com/?spell=5211 Just be aware.

...Hunter
Dispel the Serpent’s Sting they cast on you. Stoneclaw totem will taunt/stun their pet off of you for a quick heal or lightning bolt (Only if they're not paying attention to their pet, they can keep their pet on you no matter what). Note that a lightning shield proc will daze them in cheetah. Keep either Frostshock or Earthbind totem on them at all times. Bubble trinket and spam lesser heals to heal. Survival hunters have many ways to immobilize you, so watch out. In my experience this is the determining factor when skill=skill/gear=gear: If they catch you at range, they usually will win. If you catch them in melee, you will usually win.
Notable Spells:

Track Beasts http://www.wowhead.com/?spell=1494 You're trackable by this while in Ghost Wolf.
Scare Beast http://www.wowhead.com/?spell=1513 You're vulnerable to this while in Ghost Wolf.
Freezing Trap http://www.wowhead.com/?spell=1499 Just be aware.

...Mage
Dispel all of their protection spells/bubbles. Use your frost or fire protection totems to decrease their damage. Earthshock the polymorphs. If at any time you get rooted or can’t catch up, just heal or toss a lightning bolt. Watch their counterspell, try to get them to use it at the beginning of the fight, so you can heal later. If Enhancement, this fight is best played with a 2Hander. You'll need the burst for the few times you actually get into range. Overall I think you have the advantage.
Notable Spells:

Frost Ward http://www.wowhead.com/?spell=6143 Dispel it before they absorb your Frost Shock
Polymorph http://www.wowhead.com/?spell=12824 Just be aware.
Counterspell http://www.wowhead.com/?spell=2139 Just be aware.

...Paladin
Purge all of their protections and spam purge throughout the fight. Stay out of Consecration, the big AoE spell they use (Looks like the floor turns to magma). When they bubble and bandage, you do the same, they can’t do anything about it. Their only interrupts are Hammer of Justice which is a 4 second stun on a HUGE cooldown, and an unreliable seal. You should have little trouble kiting them, alternate earthbind/frostshock and purge their blessing of freedom. Watch for them spamming rank one buffs, they will do this to run you OOM from purging. 1v1 the fight is easy against Ret, however dueling a Prot or a Holy Paladin is another story. Don't use all your mana at once, steadily use it over the course of the duel (Which will last a LONG time). Throughout the fight only use Flame Shock, and Lightning Shields with your AutoAttacks (sparingly), and if they kill your totems the first time, don't bother putting them back down again. This is a battle of mana more than anything else, Healadins were made for long fights, it's a rough one.
Notable Spells:

Hammer of Justice http://www.wowhead.com/?spell=5588 Their only spell interrupt.
Blessing of Protection http://www.wowhead.com/?spell=5599 You can purge this one.
Divine Protection http://www.wowhead.com/?spell=5573 You can't purge this one, Bandage while they Bandage.

...Priest
Purge all of their buffs, and keep purging the renews/bubbles they cast on themselves. Try frostbrand to keep a snare on them without using shocks. Watch for their AoE fear, it’s on a 30 second timer, less than that if they spec shadow. If they run towards you, expect a fear bomb, otherwise they should be running away from you. If Enhancement, a 2Hander is essential for this fight, just like with a Mage, you'll need the burst when you're actually on top of them.
Notable Spells:

Mana Burn http://www.wowhead.com/?spell=8129 Just be aware.
Psychic Scream http://www.wowhead.com/?spell=8124 Just be aware.
Dispel Magic http://www.wowhead.com/?spell=527 Can dispel your Lightning Shields and Ghost Wolfs

...Rogue
Stoneskin and Healing totems are a must if you plan to tank them. With a 2Hander they will eat through your armor and health, it's best to use 1Hander+Shield. Which is where the fight goes from Hard to Easier. Alternate Flame Shocks and Earthshocks, and be constantly refilling your Lightning Shields. Always keep a flame shock on them to keep them from vanishing. Dispel the poisons they use on you to get away. Kick and Gouge are their two interrupts. If you have the opportunity to kite them, take it, otherwise don't try for it too hard, it opens you to backstabs. The deciding factor of the duel is whether or not you let them get away and bandage. If they do, you're pretty well done, as you're more than likely close to being OOM and they're at full health and energy.
Notable Spells:

Sap http://www.wowhead.com/?spell=2070 You cannot be sapped while in Ghost Wolf, (Defend AB Nodes in Ghost Wolf).
Kick http://www.wowhead.com/?spell=1767 Just be aware.
Gouge http://www.wowhead.com/?spell=1777 If talented into Imp Gouge it's possible for a Rogue to Gouge/Bandage as well as Gouge/Restealth.

...Warlock
Purge their buffs and consider killing their pet, especially their Succubus. Lock pets are particularly squishy. Use Frostbrand against them to keep them from kiting you, this frees your shocks up for interrupting their fears. Don’t be too shock happy or else they will fear you right after a shock. Use Stoneclaw to taunt/stun their pet off of you. Expect them to use a healthstone (+250 health), and sacrifice their voidwalker in which case you can purge their bubble. You can also purge their Shadow Trance from Nightfall procs. They have no snare, seduce and fear are their only interrupts. However, watch for Curse of Tongues, you've got no way of removing it. In a duel, they can be very tricky. The times that you do get on top of them you'll need to be pumping out as much burst as you can. If Enhancement, 2Hander is encouraged.
Notable Spells:

Curse of Tongues http://www.wowhead.com/?spell=1714 Be aware of.
Drain Mana http://www.wowhead.com/?spell=5138 Be aware of.
Fear http://www.wowhead.com/?spell=5782 Tremor Totem...

...Warrior
Stoneskin and Healing totems again, are a must if you plan on tanking them. They have an interrupt which requires a shield and their AoE fear, but that costs 25 rage and is on a 3min cooldown. If you are kiting them, keep in mind after a few seconds of no burst damage, they will be put out of combat at which point they can charge again. There's no way to get away from a Fury warrior, Piercing Howl is too good. The duel usually depends on whether or not the warrior can out dps your damage and healing. Overall I think the Shaman is favored.
Notable Spells:

Intimidating Shout http://www.wowhead.com/?spell=5246 Can be a spell interrupt/stun. They will most likely use it near the end of a fight, so be ready for your Tremor Totem.
Shield Bash http://www.wowhead.com/?spell=72 Requries a Shield.
Hamstring http://www.wowhead.com/?spell=1715 Reduces speed by 40%, Frost Shock reduces speed by 50%.

...Shaman
The Shaman's biggest weakness is their mana. Even as an Enhancement Shaman, they need their mana. If you can get them to burn it up as fast as possible, then good job, it will gimp the more than you know. Once the Shaman shocks, you've got 5-6 seconds of healing to do, as they can't do anything about it. When dueling one, if you have better mana regen, or are a class that is very independent of mana, try to get away and bandage, you've pretty well got them beat. Even if they bandage as well they're getting close to being OOM. You can dispel their Ghost Wolf and Lightning Shields as well as their Focused State if they're Elemental Spec'd. Another bonus they have is totems. Totems are great, yes? They can be. They only have 5 health though, anywhere from 50-150ish mana can be nullified by one hit of an autoattack, ranged attack, or pet. If you have the chance, take them out, especially Stoneskin or Earthbind, watch for Stoneclaw. If a Shaman is purge spamming you and doesn't have a very big mana pool, try spamming low rank buffs to get them to OOM faster. Overall 29 Shaman are a solid class, and will be difficult to deal with, whatever the race, spec or build.
Notable Spells:

Earth Shock http://www.wowhead.com/?spell=8046 Be aware of.
Lightning Shield http://www.wowhead.com/?spell=905 Purge it.
Stoneclaw Totem http://www.wowhead.com/?spell=6391 Don't try to destroy it.

Thanks for reading, I hope you enjoyed the guide. Good luck with your Shaman. ;)
