Enhancement Shaman's at Level 49 are an extremely powerful class, combining melee damage with potent spell damage. They are practical at healing and recieve many useful abilities (such as Ghost Wolf, and Earthbind Totem), making them extremely capable twinks.
This guide attempts to portray the optimal setup for a 49 Enhancment Shaman.

Shadow Resistance: Increase Shadow Resistance by 10.
Recommended Race: Orc
Probably the best race available for a PVP Enhancement Shaman (at level 49 anyway) would be the Orc race. The increase in both attack power and spell damage is quite significant, and does make quite a difference within the PVP battlegrounds. Resistance to stun effects is also useful - especially against warriors, while the increase in expertise for axes is decent because the primary weapons for shamans at this level are in fact axes.
2. Equipment
Below is listed gear optimal for a PVP shaman. It incorporates high damage, with stamina for sustainability as well as Agility for increased critical strikes. It is possible to increase damage by substituting gear with increased Attack Power, but it is not recommended as such gear features low stamina and as such, is not very practical.
Fortunately, the majority of the gear required to twink at 49 comes from either Maraudon or The Hinterlands, or is aquired through PVP - so you won't have to travel the whole of Azeroth to make your twink perfect.

5. Talents
Dual Wield Build - http://www.wowhead.com/?talent=hZxVfzV0sAuR
Comment: This is a common build which has great application in pvp. You recieve maximum weapon damage, as well as very nice spell damage.
Two-Handed Build - http://www.wowhead.com/?talent=hZxVfzVosA0q
Comment: Similar to the Dual Wield Build, however it frees up talent points - increasing armor slightly and generating a further 6% attack power on critical hits.
Some of you may be asking why there are no points placed in totem altering talents. The main reason behind this being, that the totems altered by the talents within the Enhancement tree are of no real use to a Shaman within PVP. While the stats altered by totems such as Guardian Totems or Enhancing Totems are considerable, it isn't practical to use these totems as, often you won't use them for very long, and it is quite mana intensive to continue to place them (even when recalling them).
This is NOT to say that you shouldn't use totems at all, there are plenty of useful totems which provide plenty of useful features within PVP. See the Totem Usage Guide for more details.
6. Finished Stats
These statistics are based on an Orc Character, Duel Wielding two Ribsplitters of Strength - both containing a potency enchant.

Dual Wield >>> 2hander imo.
If you do want to go 2h, then [Nethercobra Leg Armor] is better than a Kang.
Also, why are all the Shaman guides for Horde? Alliance Shaman exist too, you know.
Moved to The Drawing Board forum for polishing before official release in the 49 Forums and/or the Official Guide forum.

If you are going 2hand, then Savagery or 35 agi is > potency too.
For DW, I'd go dual Crusader or Crusader/Mongoose.
For gloves, 15 Str > Assault, as 15 Str will give you 30 AP and also scales with buffs like Kings.

Also, I'm pretty sure you have Stoneclaw and Earthbind totems confused.
"If they move around too much put down a Stoneclaw totem."
"To escape
1. Put down a stoneclaw totem.
2. Ghost wolf and run away.
3. Heal
4. Go back and dominate. "

Any shaman that says totems are useless to a shaman clearly doesn't know how to play a shaman.
Stoneclaw totem works on pets that are on aggressive. Not always usable but it is in the situations where a hunter or warlock is stupid enough to put pet on aggressive.
Grounding totem makes poly or fear cast fail and most importantly it will make you completely immune to hunters Frost trap. I can assure you that this last part has helped me kill hunters plenty of times. Frost shock them then put down grounding totem and earth bind. Hunter is screwed.
Searing totems helps interrupt spellcasts.
Poison cleansing totem helps against rogues crippling poison and any other poison they use.
Fire Nova totem is nice burst damage. Especially with mental quickness talent. Or in my case as a elemental shaman (49 elemental twink shaman). Ofcourse only use when you can afford it in mana.
Tremor totem any shaman not using this is stupid.
Greetings,
Mael
