Could anyone confirm for me if the Mail beastmaster shoulders turn to leather so my 19 druid can use them? Or will I have to settle for the rogue ones?

druid cant use mail shoulders, so u better to use the druid ones [Preened Ironfeather Shoulders]
with int/spirit

Alright, so honestly, I don't have an 80, probably won't for a while. Is there any way to get BoA's without having an 80?

At level 68 you can start running Northrend instances. If your faction has the Wintergrasp buff, you will be able to loot ONE stonekeeper shard off of every Northrend normal instance boss. This means full clears will net you 3-5 shards...if your faction controls WG...and you will need 200 shards to buy any BoA gear.

At level 80, heroic instance bosses will drop 1 emblem of heroism. You need a minimum of 40 to buy any BoA gear. The bosses will also drop FOUR stonekeeper shards in addition to the 1 emblem if your faction controls WG. A full clear nets 3-5 emblems and 12-20 shards. At 80, you can also do the daily quests in WG for ~10 shards per day.

Bottomline, you have to be atleast 68, and even then, it would probably just be faster to level to 80 then to start farming shards at 68.

Ive noticed this question asked a few times and thought id clarify it for you guys.

If you are a mail wearing class past 40 (IE Shaman,Hunter) then yes u can get the mail shoulders and they will downgrade to leather. but if you are not then they will remain Mail (Champion herods shoulders will turn to leather for a Shaman or Hunter,but will remain mail for Druids/Rogues)

Plate Shoulders will turn downgrade to Mail for the Plate wearers (I.E. Wars/Pallies) but will remain as plate for every other class.
